Our Founder

Herbert H. Hokanson, Jr.
Herb founded EBA in 1992 as a third party administrator for self funded health plans in New England and watched it grow through our first 12 years. Herb has guided EBA to become the leader in benefit brokerage in Massachusetts and Hokanson Insurance Agency to become one of the most respected providers of Stop Loss Insurance in the United States .

Herb continues to help build and maintain a number of EBA’s most important relationships including our reinsurance partners worldwide and Third Party Administrator partners in the United States .

Brian Charon manages a large volume of business at EBA. Brian joined EBA in 1995, Brian served in the stop loss underwriting department before joining the Sales team. He is consistently recognized by Blue Cross, Tufts, Harvard Pilgrim, Met Life, Unum and others as achieving the highest level of brokerage service to his clients. Brian brings expertise in negotiating the best contracts, meticulous understanding of plan provisions and devotion to superior customer service to all his clients.

Sara Ann Flaherty is our Vice President of Customer Service. Sara Ann has managed the servicing of our self funded clients from our days as a Third Party Administrator of self funded health plans to today, where she is responsible underwriting and policy issuance on our Gerber Life Insurance stop loss insurance policies. Sara Ann is a member of the Self Insurance Institute of America.

Kevin Hokanson founded EBA with Herb Hokanson in 1992 after working for Marsh, Inc. In addition to fulfilling the roles of President and CEO, Kevin heads up the managing general underwriter department. EBA, through our affiliate Hokanson Insurance Agency, underwrites our own stop loss insurance with Gerber Life Insurance Company as the issuing carrier and Lloyd's of London as the reinsurer.

Scott Hokanson is the only Massachusetts broker to receive both the Golden Eagle Award from the National Association of Health Underwriters and be a member of the Million Dollar Round Table for the National Association of Life Underwriters. Both awards are their associations’ highest honor. In addition to managing his own book of business, Scott is certified to provide continuing education to both licensed insurance brokers and Certified Public Accountants on the subjects of Health Savings Accounts, Healthcare Reimbursement Arrangements and other health insurance related issues.

Neal Doherty has been a producing broker for Employee Benefit Administrators for three years. In the three previous years, he was the sales manager for EBA’s small group health insurance product, the Colonial Benefits Plan. The Colonial Benefit Plan was a very successful health plan with over 2,500 small business clients in eastern Massachusetts . Neal also spent 25 years in sales and marketing management for consumer products companies such as Gillette and AT Cross. He has been able to grow his client base as a broker by focusing on superior customer service, developing creative approaches for clients to save on benefits, and the quick response and resolution of benefits problems and issues.

Kevin O’Keefe has over 15 years of experience in employee benefit plan design, funding and administration. As the former Director of Retention Sales for Blue Cross Blue Shield, Kevin led a group of 22 sales professionals responsible for over $300 million in insurance premiums. Kevin has served on the Broker Advisory Councils for several of the areas largest insurance companies and is currently active in the National Association of Insurance and Financial Advisors (NAIFA). He is recognized by the insurance industry as a knowledgeable and reliable professional working in the best interest of his clients.

Our Claim Examiners & Customer Support

This is a great example of where EBA differentiates our selves from other brokerage firms. We have on-staff claim examiners helping you manage your tax favored strategies and your employees manage claim issues. In addition to managing Flexible Spending Accounts, Healthcare Reimbursement Arrangements, Transit Reimbursement Accounts, and Stop Loss Claims, our claims department helps EBA’s clients manage the complicated relationship between doctors, hospitals and insurance companies.
